Jason,

Why use a hook? I'm not sure what version of Subversion you've got but
at 1.4 I've got this in my authz file:

[IRBManager:/]
@IRBManager = r
[IRBManager:/trunk]
@IRBManager = rw

This allows those in the IRBManager group to read everything but only
update the /trunk directory tree. Since /tags isn't in the /trunk tree
they can't checkin a tag.

As for subdirs in the /trunk, something tells me you can make a generic
entry to help here, something like:

[Repos:/]
*=r
[Repos:/trunk/*/]
*=rw

But I can't find a reference for that right now.

We have a repository here which we would like to have a couple of hook
scripts.
Does anyone have the following hook scripts for Windows, or have
something close enough that we could hack?
1.) prevent users from checking files into a tag
2.) prevent users from creating folders in the root of the trunk, unless
they are on an administrator's list.
