Locking woes

Hi - I recently upgraded to subversion 1.4 & now have unix permission problems.
The project uses shared working copies & each user locks the file when
they want to change it - property svn:needs-lock is used here.
Problem is that after a commit subversion tries to chmod the file so
that it's becomes read-only again.
However unless the user owns the file they can't change the permission
resulting in a permissions error.
I can understand this although we never noticed this problem before
with 1.3 as everything worked fine.
Can't understand what's changed here - anyone any ideas - Thanks Si
