But where does Tortoise get the user name?

From my Windows login, from the environment, or from the configuration files?

I notice there is a configuration folder called C:\Documents and Settings\<user
name>\Application Data\Subversion\auth\svn.username, but it is empty.

I don't think it is a server problem (I use svn: url's, not Apache or ssh), as
checkins on the Linux server (also using svn: urls) register the user name
fine.
