Are you sure it didn't pick up an older svnadmin from your PATH somewhere?

What's the output of 'svnadmin' and 'svnadmin --version'?

I wonder why it says 'svn: Unknown FS type 'bdb' ', where it should at
least say 'svnadmin: Unknown FS type 'xxxx''. Weird.
