There are many repository viewing tools, but few repository
administration tools. SVNManager is the only repository management
tool I recall hearing about.

As to viewers:

ViewVC is very popular and has been around for a long time. http://
www.viewvc.org/

Trac is also popular and also includes an integrated bug tracker and
wiki, and looks very sleek. http://trac.edgewall.org/

WebSVN exists but I was not impressed with it before. Maybe version
2, currently at release candidate 4 status, is better. http://
