A properly configured httpd.conf file. I don't mean that to sound
glib, but that's really all you need. This, of course, assumes you're
using the HTTP protocol. I don't know whether the other supported
protocols offer any sort of web access capability.

I set svn up not too long ago using the book that is so frequently
referenced in this list. It will tell you everything you need to
know. Sadly, I don't have that link handy or I'd pass it along again.
