Are you really positive about that feature ? you do have a common (central) authz file for X repositories served by svnserve (not only by apache Dav,for which I do confirm that it works-> AuthzSVNAccessFile) ? I use "svnserve, version 1.3.2 (r19776)" on fedora core 5 rpm package subversion-1.3.2-2.1.
