Yup, use it everyday. However, I'm running 1.4 and I know there were
enhancements in 1.4 specifically dealing w/svnserve and authz.

I've got one svnserve service running in windows as the front end to
about a dozen repositories. Each of the repository's svnserve.conf
points to a common passwd and authz file. Here's an excerpt from my
authz file:

[Condor:/]
@CondorDevelopers = r
[Condor:/trunk]
@CondorDevelopers = rw
[Condor:/branches]
@CondorDevelopers = rw

I'm not even using the Apache WebDAV option, my only access is via
svnserve.

You positively surprise me ! as I just been confirm by an other user on
this list that he couldn't get [repository:/folder] syntax work for
svnserve . Are you really positive about that feature ? you do have a
common (central) authz file for X repositories served by svnserve (not
only by apache Dav,for which I do  confirm that  it works-> 
AuthzSVNAccessFile)   ?
I use "svnserve, version 1.3.2 (r19776)" on fedora core 5 rpm package
subversion-1.3.2-2.1.
Having that feature working for svnserve asw well would be greatly
appreciated !
