problem with Apache 2.058 and SVNParentPath

I am having a problem getting subversion working with Apache 2.058 on a
WindowsXP machine. My problem arises when I try to set the location
variables.

Here is the block from httpd.conf

LoadModule dav_svn_module modules/mod_dav_svn.so
LoadModule authz_svn_module modules/mod_authz_svn.so

    ServerName devA.Ourserver.com
    #ServerAlias svn.Ourserver.com
    DocumentRoot C:/_Websites/dev7
    <Directory "C:/_Websites/dev7/">
        Options ExecCGI FollowSymLinks
        AllowOverride all
        Allow from all
        Order allow,deny
    </Directory>

    <Location /svn/>
        DAV svn
        #SVNPath c:\svnroot\ # specify the root
for repositories
      
        #list repositories
        SVNListParentPath on
        # our access control policy
        #AuthzSVNAccessFile bin/apachesvnauth # authentication file

is written for each user

I created the repository with the commands:
svnadmin create c:\svnroot\store1
svnadmin create c:\svnroot\store1

and they complete OK.

If I uncomment the SVNParentPath line I get the message that:

"The requested operation has failed!"

There is nothing in the error logs.

I cannot find any reason for the problem. I have tried SVNPath, tried
changing the slashes in the path name to forward or backward, I have
tried various relative paths all to no avail.

Any hlep would be appreciated!
