should I/how do I migrate a 1.3 repository to a 1.4 repo?

hello,

we are currently running 1.3.0 under apache.

if we move to 1.4, should we create a repo with 1.4?

and if so, is there a way to migrate our projects in the 1.3 repo
to a repo built under 1.4?

we're using fsfs, not db.
