I found the issue...mod_dav wasn't installed yet.

Please keep this on-list: others might be able to help out too (maybe
faster than I).

But, the problem most likely is that httpd probably can't find one of
the dependencies of mod_dav_svn.so. Did you copy by hand, or did you
let 'make install' do it for you?
