subversion requires zlib build error v1.4.0

Hi can anyone tell me if they've managed to get subversion 1.4.0 to build OK without
first having zlib installed. I'm trying to build on unix Tru64 & it always bombs
out with...

configure: error: subversion requires zlib

I downloaded the dependencies & unpacked them over the subversion tar file as
instructed in the INSTALL. It seems to have zlib with it but the build fails.

I read somewhere that if you
cd zlib
configure --prefix xxx
make
make install

Then build the full subversion source this would fix it but for me it didn't.
