Actually, I completely screwed up the example. Instead, try the following:

svn co http://svn_addr/another_folder
cd another_folder
svn propset svn:externals 'new_path http://svn_addr/some_folder/old_path' .
svn commit

You can then do
svn update

to actually pull in the other portion of the repository.
