If you serve via Apache, you can use an LDAP store to manage the user
accounts (ID/password) using mod_auth_ldap. Haven't done it myself
but a number of people on the svn users list have. Managing
permissions to specific paths in the repository still comes down to
the svn access control file or a hook script.
