I'd squash that debate by displaying the fact that Apache 1) runs on
Windows just fine and 2) can be managed with both commercial and
open-source GUI tools for those who think GUI management makes them better.

Is it IIS? No, and thank heaven for that.
As for your error, do you have SSH loaded, and can you hit it by just
typing SSH at the command prompt? If not, there is some guidance to
getting SSH setup in the book
