svnsync like Darcs?

I just watched the 1.4 podcast, and at first I (mis?)interpreted that
svnsync could work like Darcs: In other words you could have a local
repository (where you work while you have no access to the main
repository), which you sync with the central repository (when you do
have access to it).

After reading bits and pieces about svnsync, now I (think) I realize
that it's only application is for mirroring a repository (for
non-working copy checkouts).

I got pretty excited there, for a minute. :-(

Can someone please confirm my thoughts?
