svn question - file version

hi...

if i have the following svn

 trunk
   dev
     foo.txt
   test
     foo.txt
 tag
   foo.txt

where foo.txt has been checked in/out of both dev/test a number of times...

is there a way to use the svn cli to get the latest foo.txt from the trunk,
and to tell whether the latest version was in either the dev or test folder?
