FWIW, using the binaries on Windows XP (with Neon 0.26.1) works for me. Or
at least these commands do:

svn ls https://svn.collab.net/repos/svn
svn ls https://svn.apache.org/repos/asf

I also tried it against one of my interal SSL servers.
