TortoiseSVN is nice. The only complaint is that it will recursively
refresh the icons which can slow the system down for large workspaces
(although only the Subclipse people complain.)

Subclipise is the subversion plugin for Eclipse.

You can install the command line version of subversion on winXP.

Don't forget that you can have multiple SVN clients on a windows box.
(However, as noted above, TortoiseSVN may slow down Subclipse.)
