Ok, so it seems clear how that would behave if the files have just
been added, and now should be removed.

What if the files have had changes in later revisions? The files get
removed from all those revisions? I presume yes.

What if the files were then renamed, or copied somewhere else? This
starts becoming complex. I realize it's not necessary for your
scenario, therefore, to address your scenario, an initial step could
be for Subversion to issue an error, and not obliterate anything, if
the files in question have ever been copied or renamed.
