this was never resolved, but the problem was localized on the
older (Debian 3.0) server with a pkgsrc-2006Q2 subversion --
none of our windows xp workstations could tortoise checkout from
that server (they could cygwin svn co though). So we resolved by
putting the repos on a NetBSD 3.0 pkgsrc-2006Q2 box, all is well.
