Which versions should I run? I see that TortoiseSVN is now V 1.4.0 and
says it runs with Subversion 1.4, but I can't find version 1.4 for
Subversion.

I agree with Ryan that it looks like you have multiple versions
installed or something. Can you start clean and just use the supplied
commandline client to test with?
