RapidSVN+Windows XP+Apache

Hello,

I am a new to Subversion. I have a user with Windows XP as a
Subversion client, and using RapidSVN (access mode https). The rest
of my users are running Linux and the usually access mode is
svn+ssh. The problem with my Windows XP user is that on checkout ,
ownership of all directories/files remain with the repository owner
(in this case username: vobadm). When we tries to execute a move or
commit, he gets the below error

Execute: Move
Error while performing action: Working copy '.' locked

Ok...then he tried unlock and gets:
Execute: Unlock
Failed to unlock: bin
Updating...
Ready

Questions--
1. Why isn't ownership transferred to the authorized user? How can I fix this?
2. In my httpd.conf file I currently have
        SVNPathAuthz off

do I still need to have an svnaccess file, something like:
        AuthzSVNAccessFile /path/to/access/file

3. Are there configs for RapidSVN that I need to look at?
