Search the archives for the many past discussions about working copies
on FAT/FAT32 filesystems -- it doesn't work due to the 2 second
timestamp resolution even on native Windows. Some possible solutions
were floated around, but no one seemed to care enough to code it and
submit a patch, AFAIR.

Your permissions issue is another and different problem. It may be
already solved with recent (not yet released) changes to Subversion
and APR, but I'm not sure.
