Also, on the server the repository is located on the D: drive if that
make a difference in the command I don't know.

Are you running TSVN on the server itself or on a client? If you are
running TSVN on a client then the 'localhost' in the url needs to be
changed to the name or ip address of the server.

What is the commandline you are using to start svnserve.exe? (Admin
Tools -> Services -> Properties of the service, General tab, Path to
Executable edit box) Presumably you are passing the -r parameter and it
is pointing to the parent folder of the repositories you want to serve?
