Repos permissions?

I checked the manual (at least the copy I have) and
didn't find the answer.

When an svn admin creates a repos, what permissions
should the files in there be? 755, 775, 770, 750?
Admin and users in the same group should be able to
r/w to the files, so does that mean 775, or 770?
Should the "s" bit be set for both user and group?
chmod -R u+s, chmod -R g+s?
