I am using TortoiseSVN as the client and have tried a couple of
different things on the server side.

For the server I tried:
http://subversion.tigris.org/servlets/BrowseList?listName=users&from=&to
=&count=53084&by=date&first=41&windowSize=20&selectedPage=3

And the latest I've setup svnserve as a service.

Can't really tell you about the firewalls or not as I don't really know
what is running on this server.

If you are using svnserve.exe then it doesn't support browser through a
Web browser -- you need to use a Subversion client of some kind (svn.exe
or TortoiseSVN). If you are using Apache as the Subversion server, then
it does not appear to be running, or is not running on the port you are
browsing to. Or, in either case you may have a firewall or proxy issue.

If you want more help then you'll need to provide more specific
information about your setup (versions, server type, firewall/proxy
info, etc).
