I am only vaguely aware of SVK, but I believe this error is specific to SVK and has nothing to do with Subversion. However, I did take a quick look at the documentation for the svk mirror command and it doesn't look like you are using it properly. Try this:

svk mirror svn+ssh://a2/home/ethanw/svn/repos/dodotodo //ebw/dodotodo/

Hello,

  I am trying to mirror a repository using SVK for local branching but am
getting an "Overlapping Paths" error. I'm using ssh+svn to mirror like so:

svk mirror svn+ssh://a2/home/ethanw/svn/repos/dodotodo //ebw/dodotodo/trunk

But I get this error every time and cannot find information on what
precisely it is referring to or what I can do to remedy the situation:

Mirroring overlapping paths not supported

Any thoughts?
