What's the exact error message she's seeing?

Are you sure you're running svn 1.3.2 on the server? This looks like an
issue that was solved in that version (issue 2486).

Yes, the authz file is reloaded immediately.

Hm, you shouldn't need to clear the authz cache on the workstations,
don't need to restart the server either.
