MERGE request failed, Can't remove transaction

Hi all,

Here's what it is saying (from the command line, and from two
different eclipse plugins):

Transmitting file data .svn: Commit failed (details follow):
svn: MERGE request failed on '/svn/repos/trunk'
svn: Can't remove '/usr/local/svn/repos/db/transactions/17-1.txn/17-1.txn'

I checked the permissions for the repository (set up using Apache 2's
webdav interface), and the webserver owns everything. Actually, it is
updating the repository just fine as well, so I'm not sure what it is
complaining about that isn't stopping the repository from being
updated. I'm uses FSFS, version 1.3.2 of svn, and the latest Apache
2.2/swig/whatever (afaik). Anyone have any ideas?

Please copy me on any e-mails in case my subversion-users subscription
processes slowly.
