Sounds like you might be having the same problem we encountered.
Subversion uses Neon which independently added capability to do NTLM
authentication in a new version. When Subversion compiled (or just
distributed?) with the new version of Neon, NTML authentication took
precedence over all other authentication forms. It also uses the Windows
session user, even when a user is specified on the svn command line (a
bug IMHO), which is why you are not prompted for credentials.
You can use a packet sniffer (e.g., TcpTrace, free from pocketsoap.com)
to view the credentials and authentication negotiation in order to
confirm this behavior. We solved the problem by disabling NTML
authentication in httpd.conf. I'm working remotely this morning and
don't have access to the server, so I don't have the actual
configuration handy to share. This and a bit of Google may be enough for
