I think you're looking for the svn:ignore property.

Is there any way to mark a file as a local version that should not be
checked in. This is typical for property files whose changes are really
only pertinent to their current working directory, and should not be
checked in on a commit? I know that AccuRev can do this, but I haven't
seen this functionality in svn yet..
