Suspending commits

Does anyone know of a way to globally remove commit rights to svn for a
short period ?

I would like to prohibit anyone from committing new code during UAT
testing (one day a week) without my prior authorisation. All users
should remain free to update/checkout during this time, and would be
free to commit outside of this timeframe.
