svn diff doesn't work from somebody else's working copy

If I'm in a working copy that somebody else has checked out, and do
'svn diff', I get a response like this:

  luai6$ svn diff
  svn: Can't open '.svn/tmp/cycleRms.tcl.tmp': Permission denied

Which I personally find annoying. The corresponding CVS functionality
worked correctly.

I'm using this version:

  luai6$ svn --version
  svn, version 1.3.1 (r19032)

I would have tried to file a feature request with the issue tracker,
but it told me in no uncertain terms that I was supposed to e-mail
here first. (A search didn't turn up any evidence that the issue was
already filed.)
