I tried more or less copying and pasting your configuration into a
new vhost in my httpd.conf, fixing up the paths to match my system,
and it works fine for me. I'm using Subversion 1.3.2 and Apache 2.2.2
on Mac OS X 10.4.7 PPC. What are you running?
