Does svn honor use-commit-times = yes with fsfs repo on Win32?

Hello,

I am a new user using svn version 1.3.2 (r19776) on Win2K. My config file
has use-commit-times = yes.
I find that I am getting commit times when I access a repo via http url, but
not when using
a local fsfs repo. I can't find discussion of this on the lists.

Is this a bug, or am I doing something wrong/fail to do something/etc?
Anyone experience something similar?
