Is it possible to run all of the tests (i.e. make
check) over ra_dav against a WebDAV repository sitting
on another system?

I'd like to (ideally) test the following scenario:

subversion-1.3.2 command line client built from source
on Sun Solaris 9 << === >> Subversion / Apache2
WebDAV repository on a Linux box.

The
subversion-1.3.2/subversion/tests/clients/cmdline/README
file doesn't indicate that what I want to do is
possible or not.
