authorization for browsable repos?

I have configured apache to use a AuthzSVNAccessFile.

If I use the most general config:

[/]
* = rw

Which should have no effect whatsoever, I can no longer browse my
repositories using SVNParentPath. Is there a way to allow access to the
topmost view?**
