If permissions on the file are fine and if you can easily recreate it
with the commandline client, then can you use File Monitor to narrow
in on what process has the file already open when svn.exe tries to
update it?

FYI, Subversion already attempts around 100 retries over 10 seconds
when it hits these errors.
