2 tests skipped when running "make check" on Sun Solaris 9

Hello,

I am in the process of evaluating & testing
Subversion-1.3.2 before we migrate our developers (and
production source code) over to Subversion.

Running "make check" on a source build of
Subversion-1.3.2 (from source tarball) on Sun Solaris
9 appeared to succeed except for 2 tests that were
skipped:

At least one test was SKIPPED, checking
/space/home/ssahmed/subversion-1.3.2/tests.log
SKIP: utf8_tests.py 1: conversion of paths and logs
to/from utf8
SKIP: authz_tests.py 1: authz issue #2486 - open root
SKIP: authz_tests.py 2: authz issue #2486 - open
directory

But I noticed that the status of those 2 tests was
still success. So, can I assume that everything was
checked/tested without a problem and just safely
ignore the fact that these 2 tests were skipped?

It appears that Issue #2486 is resolved but I am
curious as to why authz_tests.py was skipped.

Also, should I be concerned about utf8_tests.py
getting skipped even though the default locale on my
Sun Solaris 9 box is ISO8859-1:

[~/subversion-1.3.2]$ echo $LANG
en_US.ISO8859-1
[~/subversion-1.3.2]$
