  It happened already 2 times now that we notice that the author in the commit message is not the name of the person
  who checks in the code.
  I.e. user2 checks in and the commit log says user1 has checked in the files

  Until now we haven't been able to determine the steps to reproduce it unfortunately.

  There are 4 people working with the same repository and we use a mixture of TortoiseSVN and the JavaSVN plugin for Eclipse.

  Any ideas what can be the reason for this ?

Hmmm. How are you accessing the repository? Via HTTP or HTTPS? And are different people by chance working on the same checked out copy of the files, in a publicly accessible and shared directory?
