It sounds like what you're looking for is repository replication (multiple
servers, same data) in which case SVN doesn't support this. (Though SVK,
which is built on top of Subversion does: http://svk.elixus.org/)

Maybe it would be good for me to ask ... why exactly do you need to take the
server down? Is this a frequent event? And if so, why?

When one server needs to be taken down I need Subversion data files to
