I guess that "projectname" is the name of the folder you want to set the
property to?
Then you must use
svn propset svn:externals "libraries svn://domain/trunk" projectname

Only the *value* of the property must be enquoted.
Just think of the params you pass to the propset command:
svn propset PROPERTYNAME PROPERTYVALUE localpath
