There are two things:
1. You might have installed it wrongly. This is rather related to your OS.
2. eSvn is buggy in some aspect. This is a problem with eSvn.
In other words, Subversion itself, which is a different project from both
Debian/Ubuntu and eSvn, has no control over the eSvn, so this is the wrong
place to ask for help.
FWIW, I just 'apt-get install esvn' on a Debian/testing system and could start
esvn from the commandline without problems, so I guess that it is related to
the integration into Ubuntu that your problems lie.
