Can't commit from Windows 2000

I installed svn 1.3.2 (r19776) on Windows 2000 Pro but I get '403
Forbidden' when I try to commit from the command line:

C:\>svn commit --message "change X"
svn: Commit failed (details follow):
svn: MKACTIVITY of '/svn/repos1/!svn/act/4835fb67-6151-b323232323232323':
403 Forbidden (https://server/svn)

I am able to commit from TSVN on the same machine. I'm also able to commit
(from command line and TSVN) from any Windows XP machine.
