Justin,
I believe there is only one authz file associated with the <Location>
block, so I don't believe there is a way to do this.

Another possibility would be to use SVNManager
(http://svnmanager.sourceforge.net) to manage creating repositories,
creating users and groups, and managing Access Control Lists.

Is there a way to have a single Location entry in httpd.conf using
SVNParentPath for multiple repositories under that path, and also to use
AuthzSVNAccessFile but have a separate access file per repository?

I'm trying to setup a Subversion server for a large company and would
prefer that the auth files be unique to the repository, but I don't want
to have to restart Apache every time a new repository is created.

I'm running Apache 2.2 and Subversion 1.3.2 on AIX 5.3.
