Working copy '...' locked on merge

when i execute a svn merge -r nr:HEAD http://....

i get

svn: Working copy 'SCC\BuildUtilities\Lib\Core\Lib' locked
svn: run 'svn cleanup' to remove locks (type 'svn help cleanup' for details)

ONLY ON WINDOWS CLIENTS, but we only have windows clients.

on linux (debian) this problem doesn't occur (svn 1.3.1 everywhere).

it always happens with the same file, that causes the problem, lots of other files work.

is there any solution for this problem? is this a known problem?
