A top-post is what you did--your reply is at the top of the message,
above the text you're replying to. This is generally considered bad
form, as it means that people have to read in two directions at
once--scroll down to the original post, read it from top to bottom, and
then scroll up to your comment and read that from top to bottom.
Putting the reply at the bottom eliminates this confusion, as everything
that's written flows from top to bottom chronologically.
Unfortunately, Outlook (and Outlook Express) put replies at the top of
the message, under the assumption that the recipient of the reply
already knows what he wrote; this is generally valid, but doesn't apply
to newsgroups, where the people reading your response may well not be
the one who wrote what you're responding to.
The best solution I've found (other than changing your e-mail software,
which may well not be an option) is to use a program called
Outlook-Quotefix, available at
<http://home.in.tum.de/~jain/software/outlook-quotefix/>; if you use
Outlook Express, use OE-Quotefix
(<http://home.in.tum.de/~jain/software/oe-quotefix/>).
