No, users is the correct list. You're not asking for the development
of a new component; you're asking for the compilation of an existing
component in a new configuration.

I don't know Windows, but Subversion 1.3 works fine with Apache 2.2
on my Mac OS X machine, so I imagine it would be possible to compile
Subversion 1.3 for Apache 2.2 on Windows XP. Someone just has to do
it. That could be you, or whoever is currently providing the Apache
2.0.x Windows Subversion binaries, or anyone else...
