post commit example 1.3.1 (win32)

hello

can anyone who run version 1.3.1 on windows provide an example for a
post-commit. an example that won't let the client hang for several
minutes (in the case of a long post-commit post-process).

we simply can not get this to work after we upgraded to 1.3.0 and not
even 1.3.1. well, the hook works perfectly but we don't want clients to
wait several minutes for a commit that should take a couple of seconds.

we tried several combinations of

  start /various /flags command
  command > some_piped_output

none work correctly as they did before.
