Possible Bug: Small changes occasionaly prevent commit

Hello,

I have been suffering with an issue for over a year now, but I have
been sufficiently anoyed by it today to post to this list. Perhaps
someone could give feeback or confirm that this is in fact a bug.

Occasionally if make just a small change to a file, my subversion
client will refuse to let me commit it. No amount of updating will
help (I am the only one who uses the repository anyway, as it's local)

I have included a transcript of events as an attachment.

I am using subversion 1.3.1 for Debian PPC (apt package).
